Monster part weakness to element will also affect how good element is to that monster.
Zinogre is pretty strong against elements when not charged for instance. The monster hunter notes in game is much better in rise than world but unfortunately they are not a perfect match.
You can find monster hunter world tables on the internet or discord channels where you can get accurate information about the weaknesses.

The weapons I know of that are usually the cornerstone of "elemental builds" are Dual Blades, Bow and maybe longsword.
The cap on elemental damage is pretty high, and you can basically max out all the skills you need when you have the Fatalis armor. I don't know what the cap is, but I run 700-something element on some builds with just the respective elemental skill and the weapon itself.
CB's actually great when it comes to elemental builds... Assuming you can get kjarrs. Otherwise raw's better.
