Tempered or not?
Guiding Lands or Wildspire Waste?

The Wiki doesn't say much..

The wiki says that is drop by both Diablos, just that.

you could see for yourself in game on the controller: START ---> Navigate to HUNTER NOTES and search for the monsters to see the drops, weakness, etc...

Yea i only see it on Black Diablos. Normal only has Twisted Stouthorn which is also what you get from breaking the horn.

Black diablos has Blackcurl Stouthorn from the break and Diablos Hardhorn in the rewards

Agree, I captured a Black Diablos right now and she drop that..
Over 5 Diablos investigarions.. so yeah.

I got 2 hardhorn from capturing normal diablos, 6 investigations

Aside from Guiding Lands drops (which have exclusive Tempered versions) the only Tempered monster with a unique crafting material drop that you need to worry about is Scarred Yian Garuga.
