How about you ask in the rise forums, instead? You will get better opinions than here. Doubt the majority of this forum even got far enough in Rise to give you something useful.

The majority of them will be biased and most likely will try to stop you from enjoying a game that will potentially be one of your favorites.

While it's possible to find people to play with without the expansion, the multiplayer feature of Rise is poorly executed. The online matchmaker system is heavily fragmented, making it hard to find others to play with since you have to search for specific quests.

If playing online is important to your gaming experience, it may be best to save your money and avoid Rise.

Does it not use a similar SOS system from World for quick invite/join?

Unfortunately, the matchmaking system in Rise is not like in World. To find a quest, you'll have to select a specific quest and hope that another player is hosting the exact same quest and vice versa when you are hosting. It's worth noting that, unlike World, there is no quest browser available to check what weapons are being used, ranks, or remaining time for the hunt.
