How to farm commendations?

I need to get commendations and all on the web it says I need to do 5 star quests but I am not sure what counts as a quest? I cannot redo assignments and the investigations and optional don't seem to give them out.

Does anybody know what does give commendations?

You have to do every optional quest 1-5 star to unlock it

Commendations are awarded for early Elder Dragon fights, I believe Zorah Magdaros is one of the more consistent sources.
