So yes, they're cheating.
Or certain cases like Rajang where I know he doesn't negatively impact any region?
If all regions are max level, they're cheating cause I have not seen any info about having all regions at max level as there is a cap.
To explain the two exceptions to the cap rule:
1. The cap is a softcap. Positive region exp gains have a negative multiplier after you've passed the cap. However, you still technically gain exp every single time you kill a monster, so killing multiregion monsters still advances your levels by tiny increments.
2. Every time you kill a Tier 3 Tempered monster, the cap goes up by a miniscule amount. IIRC every Region Level is worth 10,000 exp and the cap goes up by 24 per T3 Tempered kill. So, killing roughly 400 T3 Tempered monsters essentially raises the cap by 1.
The softcap thing is pretty easily observable, the second thing was proven by a Japanese console player who did manage to get all regions to 7 by using that method.
However, killing the thousands upon thousands of Tempered T3 monsters to get all Region Levels to 7 is essentially impossible to do legit this early on into Iceborne PC's lifecycle. If we assume every run takes 10 minutes on average, you would need to be farming Tempered T3s nonstop for something like 960 hours. That's pretty much over a month's worth of nonstop playtime.

My guess is that even on console they cheated by abusing the fact that you can disconnect from someone else's GL and maintain the monsters at the same HP. (Unless this was patched at some point)
E.g. one person hosts a GL expedition and their friend joins. They get the T3 tempered down to about 5% health and the "guest" forcibly disconnects (e.g. unplugs network cable). They end up in their own copy of the GL with the monster at 5% and kill it. Then they reconnect to the internet, rejoin the same GL session, where the monster (which the host never killed) is still at 5%, and repeat that for as long as the monster stays in the host's session.
