You see, since they stopped updating the game, the events rotate on a set schedule.
The schedule is usually: 2 weeks of Festival followed by 2 weeks of nothing. The festivals cycle in some order but I sort of forgot in what order.
Unless they've gone out of order or they also inserted those other extra festivals (iirc, there were others other than just the seasonals)

That was likely because of an oversight.
There seems to be a cycle established way before they stopped updating. You see, why bother setting/enabling a Festival every time if you can automate it and call it a day?
I think there are two cycles that are in place right now. First one is the seasonal Festival one which enables Fests in the relevant season (which means it takes months for it to cycle). The second one is likely the one they slapped on after they stopped updating which is a 2-week cycle.
