I would bet on Gaijin doing it. Arekkz wouldn't have any more input than the average English speaker who was using Google Translate or a similar tool.
I expect this will garner more traction as more Rise Twitter videos come out and Monster Hunter content creators round up the clips for a Rise hype video. For now, it's comforting even without any specifics to know that the Rise character creator isn't exactly barebones, and that it uses World's surprisingly amazing UI for it.
As a sidenote after reviewing and thinking about the footage, I think the one thing that might feel "missing" is the Palamute customisation. It seems about as in-depth as Felynes, but the inherent nature of customising dogs vs cats means that's exactly the problem- Felynes can imitate various cat breeds by changing the eyes, ears and fur, but "Canynes" (I think that's how you spell their species?) explicitly look like wolves and are gonna look wolfish regardless of if you change their ears or eyes, so anyone trying to imitate one of their real dogs or a specific breed is probably going to end up disappointed, with the possible exception of things like huskies.
