transmog?
So I read I need the Iceborne expansion to do transmog on my armor and weapons to keep the look I want, is that true?

Yes. Though it's crafting the layered armor in this game as opposed to transmog like in MHGU. You'll need to reach endgame of Iceborne and enter the Guiding Lands to get material to make layered armor for every armor.

There are some high rank and low rank collab layered armor you can craft by doing certain event quests but all the regular armor will need Guiding Lands materials.

and I see the armor I most like was the Passionate Armor + which was from an event from over 5 months ago.

Does that mean I missed my chance to be an Eagle Warrior and makes this question moot or does the armor come back every so often?

No, you can get it.
All events are on a rotation now, so you can either wait for the one you want, or simply farm tickets(craft material) from a different event and meld them into ones you want at a 3:1 ratio.

In words that you will understand since you look like you don’t have the game:

There are seasonal events that are on a rotation, when you do certain tasks you will get “tickets” that are used to craft that event’s gear and stuff. But if you need another ticket from a different event you can just convert the tickets that you don’t need into the tickets that you want.

And the Aztec eagle warrior armor is exclusive to the iceborne expansion.

The Passionate Armor is part of the Sizzling Spice Fest. Nowadays the seasonal events like it are on a constant rotating cycle, so it won't be too long until Sizzling Spice comes around and you can earn the layered set.

There are some Layered Armorsets in base MHW without Iceborne, but nowhere near all of them. Iceborne content lets you unlock the full collection- Plus the Layered Weapons system, which is 100% exclusive to Iceborne.

Question, if you missed an event, would you be able to craft the layered armor without ever seeing the ticket, or is it like usual where you need to see the ticket first to craft it? (I missed the sizzling fest)

You can, I have never seen quite a few of those I can meld right now.
