Free Elem/Ammo Up is definitely one of the most infamous in trying to get it to appear. My advice is to not push yourself into the grind too hard, as missing a few decorations isn't the end of the world and your build won't get that much more optimised once you own them.
Uh, those aren't really rumors.
Tempered monster investigations drop rewards based on the danger level, so T1 monsters typically just drop Mysterious Feystones, T2 monsters drop Glowing Feystones and the occasional Warrior's Streamstone, and T3s drop rare Feystones and Warrior's/Hero's Streamstones.
However, a Worn Feystone has the exact same % chances to be revealed as whatever, no matter where you get it from. The Name's Lavasioth is the most consistent way to get rare decos, followed closely by Greatest Jagras who is superior for earning more Decos faster at a far lower chance of them being rare ones.
So yeah, there's no magic secret, except petting Poogie before every hunt for good luck, which is of course scientifically proven.
It's also worth noting that once you get a large number of Decorations you can start rerolling them at the Elder Melder, plus when Iceborne comes out Decoration farming will get a fair bit faster and easier.
