I THINK maybe the mindset behind Elemental Conversion's stats were influenced by things like veggie dishes amping it up a lot? Not a good justification but I can see why Capcom might be worried about that. They definitely overcompensated though.
I'm not necessarily disappointed that Alatreon armor isn't meta-shattering though, I'm more disappointed that it's not very unique. It does have two unique Set Bonuses but they're the kind of set bonuses I'd expect to see on a T2 monster, not really a Black Dragon. Frostfang Barioth seems to be more interesting armor design-wise as IIRC it'll be running Slugger + Punishing Draw. Will it be practical, probably not, but that's a cool combination of skills to have.
IMO they should've made it the first armorset to have three Set Bonuses and given it an 4x Set Bonus for True Critical Element. It'd probably still be inoptimal thanks to the very mixed inherent skills on it but it'd be much more viable and does something interesting other armorsets don't.
