Affinity Booster Quest Chain Bug?

I started down this quest chain after beginning the Iceborne quest line; I've completed the following:

A Tingling Taste
A Master's Toast delivery
Stuck in their Ways
A Fire-Spewing Brew delivery
A Sore Site

I've discovered/killed standard and Black Diablos, and everything that I've read tells me that I should be able to get a quest called "RRRRRumble in the Waste!" from the Third Fleet Leader in the research base.

Problem is, she's not there any more. She's in Seliana and she doesn't offer the quest.

Has anyone else had/resolved this problem in the past?

She moves back to the research base after you progress more through iceborne's story.
