A few highlights:
-The Greatest Jagras and The Name's Lavasioth are the two best High Rank methods for farming decos in the game but require a high HR and are Event Quests that come and go. Greatest Jagras is the fastest way to get decos in bulk, but The Name's Lavasioth has the highest chance of dropping rare decos.
-Tempered Investigations are something you want to be doing anyway in postgame HR play for Streamstones, but also reward plenty of Decorations. I don't think they're avaliable before you complete the main story, however.
At the point you're currently at in the game, pretty much your only source of Decorations is the random ones you get as rewards from Quests, and they're typically very unreliable in terms of power and are most often fairly common resistance jewels.
And no, Flight Jewel doesn't work on Helmbreaker. The Airborne skill only affects attacks that can Mount monsters, that's how it decides what's "aerial" and what isn't.
Flight jewels only work for attacks that can lead to a mount as far as i know.
If you want decos, you'll just have to farm them the old fashioned way; tempered hunts. Whatever you have access to. Tempered tracks will start to show up after you beat the main story, which you're very close to if you're HR14.

Ah, bummer that the flight juwel doesn't work with helmbreaker.
