they are. by FAR the worst aspect of this game sadly. the rng on level 4 decos was made by a real moron dev.
There are more Size 1 decos than Size 2s, and a very low selection of Size 3 decos. (note: Iceborne's Size 4 decos on the other hand have the highest variance out of all of them)
Bear in mind that there's no overlap between Decoration sizes/skills, except for Size 4s. For example, a Fire Resist size 1 gem doesn't have a Size 2 equivalent that grants 2 Fire Resist or a Size 3 that grants 3 fire resist, it's just the size 1.
The chance of decos is based on what skill the Decoration gives you, so there are ultra-rare Size 1s, Size 2s and Size 3s, and common Decorations in all those categories too. The Feystone drop you get that you appraise has different chances of rare decos, so a Mysterious Feystone will almost always give you a common one while rarer Feystones have a higher chance of having something rare and desirable.
It's also worth noting that TBH size 3 decos aren't all that useful. Size 2s often have a lot of powerful skills but Size 3s are a lot more meh. However, the Slot Sizes in armorpieces/weapons aren't prescriptive, you can slot smaller decos into big slots, so don't feel obligated to use the 100% proper size.
