I think Acidic Glavenus is mostly fine in the fight. -10% doesn't sound bad but it's reasonably significant for a debuff he inflicts so often. If you want to make Acidic Glavenus harder I would say allowing him to do his super-sword-spin whenever it wants, instead of solely to sharpen its tail, would be the most important change.
Acidic Glavenus mostly does its job when it does get the chance to sharpen, though, as many of its sword attacks are way deadlier and less predictable than Glavenus'.
