So if i use the jyuratodus armor that gives +30 water damage, is that only on weapon with existing water damage? or will it turn the weapon into a water damage weapon?

To answer your question. It only stacks on weapons with water elemental damage.

The Amour gives elemental defence not attack.

SO you take less damage from water (and mud) attacks.

He's talking about a skill in the armor that raises water damage.

Only existing properties. You will later see some weapons with (usually) high elemental stats but it will be greyed out. These are hidden elements and require the "Free Element/Ammo Up" skill in order to unlock its potential. These weapons are extremely good because you can choose not to unlock its element and instead opt for the "Elementaless" skill which greatly increases the damage of non-elemental weapons (Hidden element weapons).
