Lvl 3 Free Element Jewel only giving 1 level?

I slotted a lvl3 release jewel into my Dazzling Flash III, expecting it to give me 3 levels and all 360 of the thunder damage, but it only gave me 120. I'm confused about how this works?

All lvl 3 jewels only give +1 on their respective skill. With Jewels up to level 3, the level more means what slot they fit in rather than how powerful they are. You can cram a smaller jewel into a bigger slot but not vice-versa. Only level 4 can give more than one skill-point. Sorry.

Level 3 is just the decoration level.

It doesn't give 3 levels into a skill.

It's slot level 3, not level 3 of the skill

Decoration slots come in 4 levels/sizes; 1,2,3 & 4.
The bigger slots can fit every other size, but the small slots cant fit bigger sizes

Its working as intended,
it would be a bit to powerful if lvl 1-3 gems would give you more then 1 point.

Only lvl 4 gems can have this power to give you more then 1 point or 2 skills with one point

Does this not mean that lvl3 gems are technically worse then, since they're harder to get and fit in fewer pieces if equipment without offering any benefit over smaller gems?

No, because Slot 1/2/3 gems don't share any skills with each other.

You'll never find a Slot 1 Jewel with Free Element/Ammo Up on it.

The slots system is there so more valuable skills like Free Element/Ammo Up, or Handicraft, Earplugs, ecetera are harder to slot into your builds than common skills like Health Boost or Critical Eye.
