At level 6 or 7, Latent Power activates after taking 120 damage or after 270 seconds. The effect lasts for 120 seconds.
You're not supposed to be getting hit on any weapon, yet it still happens doesn't it? This clearly isn't a super serious DPS build, I thought that was clear from my last sentence about "the sight of Attack 7" and the fact that I was using Latent Power. Though I might replace a couple of the attack points to max crit boost.
I paired it with Resentment because the fastest way to proc Latent Power is to take damage. Latent Power by itself is pretty useless, even at 7, since if you're playing well or fighting an easy monster, it takes 4.5 minutes to activate. The point here is to benefit from getting hit.
Resentment seems like it's best in hot or effluvial areas, or if you're taking poison damage, since those things keep your health red. It's not as great in regular fights, but as long as you're not running Recovery Speed, it's a pretty good chunk of base damage...
...now that I write that, that random point of Recovery Speed is now really bothering me.
Latent Power 7 lasts long enough that it's uptime is actually really good. I replaced a few points of Attack Boost to max Crit Boost, and put 2 Spread jewels on the mantle, and the damage is just there. Silver's bow has a base affinity of 20%, so as long as LP is active, my crit chance goes to 85%. With Attack Boost and Resentment still active, this build is nothing to scoff at. It misses elemental boosts, but hey.
Question 1: So you got hit for 180 damage, Latent power activate, that's cool. Now it last for 120 sec. After 120 sec pass, do you need to wait for 300 seconds before reactivation, or you can just got hit again to reactivate?
Question 2: Let's say you take 150 damage in a single hit by "Deviljho Slam" and you survived. If you heal, do you need to take whole 180 damage to activate or you just need to take 30 damage?
The latter. The 300 second timer is a seperate possible activation condition. If you fight a monster for that long, Latent Power activates even if you haven't taken any damage.
Healing is irrelevant, Latent Power remembers how much damage you've taken, so yes, you just need to take 30 more damage in that situation.
Latent Power Secret is legitimately really good. Not really worth the Zinogre armor in ultra-optimised terms but for a casual build, it's really solid.
It and Resentment will be even better once Safi releases, because Safi's set bonus allows you to self-damage without actually needing to get hit by a monster.
Adding onto Lexilogo's answers, which are correct, LP levels 6 and 7 reduce the amount of damage you need to take by a significant amount. The wiki currently says you just need to take 130 damage, as opposed to 180.

It's pretty jank right now since I was missing a lot of the jewels I needed, and I need to farm to replace the charm. Still though, the armor pieces fit and the worst thing was trying to get Zinogre Essence on the bow. Seriously, it took about 40 rolls for it to show up. It will be awesome to see this set at it's full potential.
