My elder melder still has the same worthless resist 1 decorations from the base game. Meanwhile I am doing Guiding Lands.
are you sure your youtuber didnt just use the new event tickets?
From there you can talk to the Melder and I believe you get some free Decorations plus new decoration melding options.
Bear in mind however that IIRC the only four new meldable decorations in IB are Vitality, Sonorous, Medical and Recovery jewels (unless I'm forgetting if the elemental attack jewels were in basegame, pretty sure they were).
The meldable decorations are NOT supposed to be a source of actually good, desirable decorations, but a last resort if RNG has screwed you over. Do not expect a significant list of useful meldable decos and if you saw someone with one, they're using mods.
(oh, as someone said above it might be Guild Alchemy. If it was Guild Alchemy, that requires Melding Tickets, which you get from doing Steamworks during events)
