If you do minmax your build at this point in the game, the time it takes you to gather the materials to make your upgrades could've been spent progressing through the story and getting an even better build.
Of course, you should take the game at your own pace, but do not think about minmaxing too much. In Low Rank, the monsters are balanced around you not knowing the best DPS combos or having builds that increase your damage.
As for if you should get a Rathian Charge Blade, I would advise getting every weapon in your main weapon's tree because it's just fun for variety, experimentation and discovery, but not everyone thinks that way. If you're asking if the Rathian Charge Blade is really good/meta, the answer is no, but from my understanding it's not horrible either.
Oh, and because I should still give some advice on what skills a Charge Blade user would appreciate, Artillery is the big one because that increases the damage your Phials do, it's quite nice to have. Aside from that, Crit Eye, Weakness Exploit, and Crit Boost are great as they are for all weapons, but at this point in the game hardly anything at all will be a source of any of those skills. Like I said, don't think about it.
When you've maxed out artillery, focus, and have cap boost then worry about getting WEX into your build. Just remember that impact phials don't crit.
Edit: In low rank alot of this won't be immediately available so don't worry about it, just work towards better gear.
Hinestly justbuse your plain DPS SET you have been using Zorah even AT is super easy. Since its not actually a fight.
