Basically, you're doing everything right, but gems are the rarest drop from a mob. Sometimes RNG just isn't on your side.
Still, I would guess that the time saved (~10% of that monster's remaining HP plus 40 seconds faster ending of the quest) would outweigh whatever minor benefit carving gives.
Anyway, here's a few tips:
-Completing the entire week's Limited Bounties will grant a Gold Wyverian Print that lets you meld any gem you want. If all the bounties aren't accessible yet I would advise getting further through the story before doing any serious gem farming, but if that's not an option for you, there's a few other things.
-Unlocking more Palico Gadgets will eventually reward the Plunderblade as the 4th Gadget unlock. The Plunderblade is centered around granting additional monster materials for hunts so that might just get you a Gem.
-Make sure you break Legiana's head, back, and tail on each hunt. The tail is not severable but all three parts are breakable and all of them have a chance for a Gem.
Aside from that, you just need to cross your fingers. Each gold Investigation box is a 13% chance for a Gem so it's only a matter of time.
