Its clocked at 2.1 max at 3.7 fyi
A laptop won't sustain boost due to strict thermal and power limits. It may boost to 3.7 on one core for a second when loading a webpage but when running a game you can expect the cores to stay near base clock. Even on desktops with great cooling Ryzen processors don't boost well. Being a Zen+ processor it has around 10% less IPC than Intel so that 2.1 ghz is like Intel's 1.8 ghz.

The problem is different, why do these fluctuations appear from nowhere? Since the game went pretty well before without any problem.
OP experiences a heavy FPS drop when landing. This has always been an issue with lower end processors. All the loot spawns as you approach the ground and buildings become more detailed and there are usually many players nearby. It's all really taxing on the CPU.

Octacore FX-8370 @ 4000 is not good enough? 16 GB RAM
It's a super old processor with a kinda bad architecture.

Hey! That's one of the processors that was included in the class action lawsuit against AMD last year. Did you file a claim for some cash?

I’ve run this game on several CPUs and GPUs all of which ran more than 80fps if settings we’re right but nothing under 8 cores

Fx8300,Fx8350,Fx9550,Ryzen 2700x
750ti,1050ti,1060,1070,2070 super
And always 16gb of memory on a ssd
The only thing that changes are higher or lower settings and better FPS.. I run medium to ultra settings now in 1440p with 140 to 160fps on the ryzen 2700x/super 2070/16gb.3000/..it will run on older stuff for sure it’s just what settings and what FPS is considered playable
