what is screen scale?
seems to make my picture clearer? what is it?

its like using 4k on a 1080p monitor
it makes the game at a higher res but then squezes it back to fit your screen. its more pixels in a smaller space so more detail. if you turn this up you should be able to turn stuff like anti aliasing down since it isnt needed as much. i like it cause like you said it makes the picture more clear.

so what is your setup specs and turning screen scale all the way up and putting everything else on low will make the game look better than putting all on high-ultra??

i wouldnt put scaling all the way up cause even on lower setting its going to take a lot of performance to do scaling at max unless you have a beast PC like 1080gtx or some kind of SLI setup. BUT even then we have to remember this is an early access game that is still very much being optimized. so you cant expect realistic performance when trying to max settings like that. screen scale to max would be like the game rendering at 4k res and then downscale to your res.

i have a 780gtx 6gb card but with an older i7 2600k at stock speeds. I run the scaling at default since they did some optimizations. Before the optimization i lowered it to arund 90 or 95 to give extra frames and keep other setting at normal.

i dont think its realistic to try and max scaling or ultra high setting till they do more optimizations. right now we just have to find the balance for performance and looks that we each like.

Screen scale is blurry, if you touch it it will never go back to 100, you have to set it back to 100 afterwards in the files
It changes the game's resolution without changing your screen resolution - similar to playing a 720p video on an 1080p screen. Will make the game render faster if lower, but also make it very blurry. There's little reason to set it over 100, and I'd only set it lower than 100 if your game is very slow as an absolute last resort because it will introduce blurriness and stretching.

Lowering scale should give a significant FPS boost, at the cost of making the game look terrible. I don't know how well it's implemented here though.

100 percent false editng the game gameusersettings.ini will in fact NOT get you banned do to those are the settings that just effect graphics controls etc...

Previously I had problems with houses being clay, lag when I got out of the plane and lag everywhere. But when I turned screen scale up to max it fixed everything. Everything looked smoother but abit lowered FPS. Can anyone explain this??

I think it's due the lack of optimization. The game doesn't make a proper usage of the GPU, but by turning up screen scale you are forcing your GPU to work at 100%, at the expense of getting lower framerate.
