Dendi Express was fair game at the TI3. Next time it won't be.
i would be gutted.
They didn't use it bc it takes skill. Navi used it bc they had the skill. That's about all that can be said about the story IMO.
It's probably more on the lines of: Millions of people watched TI3, they saw about the hook, people that played Dota 2 started copying it and putting it to their advantage. People then started complaining about it on the forums and elsewhere giving their reasons as to why this and that. And then Valve decided to fix it. I'm pretty if the fountain hook thing wasn't used in the TI3, it would've still been a fairly unknown thing (I didn't know about it) for most pub games and it would still be there unfixed. Because I don't know how much time and resources go into fixing a bug like that, but I doubt it would take this long. And in the past Valve stance on it was pretty clear, we do not intend to fix it at this time because we do not feel it's necessary or basicly something along those lines.
So yeah for pudge players out there it might suck, but for the rest of us, meh big deal.
