actually they don't rate players in those skill levels. they only rate matches in those skill levels (depending on gpm, last hits and who knows what). the player rating which the matchmaking is based on is totally independent. if you played a very high rated match it doesn't neccessarily mean your skill is very high. it only means that you or another player (or the whole team) has performed very well.
so there only is a high probability that someone out of a very high match is actually rated higher (regarding the mm rating) than someone out of a normal rated match.
there actually is a post by a valve employee on the dota 2 dev about it but i'm a little too lazy to search for it.
I prefer playing against those better than me as it makes you much better in a shorter period of time.
I honestly wish the skill and wins was hidden, due to last night a team literally calling "gg" and hiding from 5mins and 4 kills in! :(

Now me, on day one wouldn't have even checked someones wins let alone worry about it. Especially as I don't believe you see their losses ;)
