It's like Skywrath's ultimate. "Oh no, it's so OP because it hits for 1200!" Not really though, the goal is to stack to avoid dying. This was also a common feature in World of Warcraft, so...
Stand near other people, or buy Eul's or Ghost Scepter.
For the future, by the way, if you mouse over their abilities it will tell you what kind of damage it does.
Once his attack speed is high enough, he will do autoattacks between slashes - an easy way to counter that extra damage is to just get some more armour
Oh, and good luck!
This tells you how to counter a juggernaut. From experience from playing jugg a lot is that a hard counter to jugg would be faceless void, because of the mini bash in an auto attack fight.
To also delay a juggernaut from picking up early kills is to have a couple disables to keep him from "bladefurying" his way to first blood. He will eventually pick up kills from omnislash at lvl 6+, but hiding near creeps to spread out his ulti so he can't get kills.
The best advice I can give you out of this is to avoid dying, avoid free farm, and win the game before he gets battlefury + mjonir.
