Extreme mouse lag / stuttering

Recorded it just now, little explanation since MSI Afterburner didn't record mouse cursor:
I have stable 59FPS all the time, unless i touch mouse and move it.
I played 2 games and couldn't figure out what's wrong, but now i'm sure - whenever i move cursor even a little bit the fps dips down to about 10-15fps all the time.
It happens everywhare. Menu, Multiplayer, Bots, Training, Replays. It happens even when im not scrolling screen, just doing circles with mouse.
I dont know which patch introduced it because i haven't played for about 2 weeks, but it's absolutely broken and unplayable.

Phenom II 965 @ 3.8Ghz
12GB RAM DDR3
HIS HD7850 2GB
Win7 x64

Edit:
Obviously it happens only in dota, my hdd is defragmented, i even reinstalled game but it's the same.

No it's optical mouse with v-track sensor.. it has nothing to do with mouse.
It's FPS ISSUE, check netgraph.

"dota_embers 0" is the command he is referring to. Might be to do with particle effects.

I can only suggest that the GPU isn't overheating, anything that would be related to hardware or software running in the background such as anti-virus software?

I have this problem some days ago... the polling rate of mouse was the problem, my mouse driver put to 1000 Hz, so i change to 250 Hz.

Default USB mouse polling rate: 125 Hz = 8 milliseconds of latency
Increased polling rate: 1000 Hz = 1 milliseconds of latency
