Try to make few games without boots. You will realise how much those +50 to your ms matter.
It isn't just the speed its what you build them into mid/early game.
Also some heroes have a movespeed of 290 or even less - which makes boots vital for them because they are easily run down and killed by faster enemies
Very few heroes like Razor and DP can skip the boots until midgame
Btw, is this a serious question?
Incorrect, your base movement speed is not enough to give you enough mobility throughout the game. Maybe you wont need boots in the laning stage (Assuming you never get ganked), but after laning phase is over it really IS needed
Trust me, not getting boots is not a smart choice
450 gold brown boots should be in first items you buy in first 5 minutes.
They then upgrade to other, more important boots.
Which upgrade you do is up to hero you play, although, it may wary.
