They don't refuse, they can't. Servers are not language based anchors, they're geographic beacons. Meaning if a Syrian guy was vacationing in Texas and he wanted to play, he'd be in all his right to speak Arabic, and it's not written anywhere that he can't, or shouldn't.
Even moreso, can you prove even half the people you're complaining about are actually IN PERU? Since being peruvian is not a sin, or a ban from any server. And this is an inmense display of ethnicism that is long overdue ending in the community.
Lastly, about half of latin america is not at all addressed by the servers in latin america. If you ever care to grab a map, you'll notice that everything above the middle of Colombia and northwards is in a server limbo. MS in all LATAM server makes the game unplayable for most of us (Venezuelan here), and there are no dedicated servers for us. So if you'll be mad at someone, either be mad at yourself for being ignorant or be mad at VALVe for being neglectful about this.
Then you could be mad about picking english as a language setting, but that's not what it is, right? It's YOUR SERVER, afterall.

2 have English speaking majorities... The United States and Canada both have a majority of English speaking people.

In the United States 82.1% (228.6 million / 316.1 million) of people speak exclusively English at home, followed by spanish @ 10.71%.
As for Canada, you're also wrong.

64.78% of Canadians speak English natively where only 20.61% of them speak French natively. Other native languages in Canada include Inuit and a lot of other native languages. Even so, you'd be hard pressed to find a Canadian or an American who doesn't speak English

Also, nobody said there's no rule you can't speak Spanish in NA... Of course you can, but that doesn't mean you should refuse to speak English when it's likely you'll be playing with English speakers.
Also, there's servers all over South America now. Brazil, Peru, and Chile... Those 3 should cover the entire continent, I don't know why you're not happy w/ 3 servers that will have Spanish/portugese spoken in every game... Want portugese? Play Brazil servers... Want Spanish? Queue for Chile/Peru... As for Mexico, I never said anything about Mexico, but I've played with a lot of mexican players and they've spoken English.
It's been made clear to you many times, and from what I can tell, you're oblivious to the fact that there's an issue w/ communication in-game, and it's not local to US servers either. In Europe, they've got issues w/ communication as well.
You solutions aren't the proper ones, they're "work-a-rounds" of the problem. Valve needs to get a solution and it doesn't matter where it's posted apparently, but hopefully they'll do something about it in 6.83.

were not dening that the majority of players on the continent speak english, we get that, it the issue of why anyone elese who doesn't want to use english is worse than any of us who wont speak spainish...

Pick a map, mate. All three of them are in the bottom end of south america. You probably ignore (Among many other things) how servers work, but proximity to them is crucially important.
Of course there's more than 3 nations in NA... There's only 4 major ones are the USA, Mexico, Canada, and Guatemala... Of the 4 major populations in North America, a majority of the people speak English as a native language. I'm not even sure where you got the idea that I said there's only 3 nations in North America. And I know there's no official language of the United States... I also never said that. I said it has an English speaking majority... If you're going to repeatedly misinterpret what I say, there's not any point in me responding to you.

wow. thats saying the same thing. MOST people on the US servers speak english, therefore, EVERYONE should be prepared (aka you mean "have too") speak english as well. By your logic, in a team with 2-3 spanish speakers, or 2-3 english speakers, regarless of the fact that the two are as evenly split as they can be, the english still takes precendece.
adn just becuase you dont say something word for word, doesn't mean you dont think it, but believe it server you better to mask it behind vauger language... it is generally a good security mechanism tho...

Your comprehension is lacking because in the post you made immediately after I said that you said this - "language is preferance. Its sacrificed at some point for faster queue times." instead of just agreeing that there's an issue, which at this point I'm not sure whether you think there's an issue or not.
