because heroes in dota can level beyond 15 (how many points it takes to max skills) the powercurve of classes relative to each otherin dota is much more pronounced than in lol. this is a design feature.
typically if a hero has lots of fixed damage ability's they either want level prority (mid) because they can take over the early game with them (pudge, zeus, qop). Or they are supports because they can secure their carry farm and function with few items.
typically support's have spammable harass and hard lock down, whislt nuker's have the level dependant high burst skills. some heroes have a lot of crossover (shadow demon, rubick, lion).
