How do Workshop skins work?

Are they free? do other people see them or only myself?

Workshop for Dota2 is a showcase of cosmetics items that are waiting to be rated by community, and small amount of them get added into the game by devs, for purchase ingame.
Items that are in whorkshop, but not in the game yet, cannot be worn on your heroes.
Items that you get by buying or trading for and equip on your hero is seen by all other players in the match.
I think someone posted how to alter some files on your computer so your hero looks like he is wearing certain cosmetics, while you dont actually own those cosmetics, but in that case only you can see them. I am not sure if that is allowed though, so dont try unless you research first.

Its allowed to download cosmetics only you can see. But without interrupting game files or u will get VAC banned, this is based on my knowledge, but im sure that downloading cosmetics only you can see is allowed. Check any YouTube guide on how to do it safely, and if you need to make sure its ok open dota2 gamepedia
