Dota 2 doesn't eat your mouse's pointer when you are playing it, it merely reskins it. So, your computer's mouse settings will remain unchanged. Change them if you want the Dota speed to change. But honestly, you should be comfortable with you mouse's desktop speed.
i couldnt live without my dpi on the fly
You have an option to apply settings via your OS. A game without mouse scroll speed isn't a bad game.
Also, RTS/MOBA games don't need it. It's hardly CoD.
