hes just not the pick for me and hes just a bad hero unless they make him back to normal but sorry to say for you newbies out in dota... you will die alot! plus his model is ugly unlike CM's arcana and Windrunner

On the other side of it, if you do put that effort into the counter, sniper is very squishy. He ends up being easy food and will throw the game for you. He gets a lot of hate from both ends because of this.
Also one last thing, he is a bit of a low skill requirement hero with 2 passives, a place anywhere AoE dmg/slow and a high dmg low cooldown ult you can use from completely out of harms way.
I faced a Sniper before since an hour ago. Yeah. Some people always called this hero for noobs just to blame it's "OP" issues. I'm sure there are some veteran players find ways to gank Sniper without being seen. It's a really tough to beat it especially in the hands of an experienced player who played Sniper.
When you are strucked by an enemy Sniper, checking the map is the only way to track it down for encounters. A Rambo in the jungle. Hehe...
