In here for exmple, every piece of tech hardware costs like more than twice as much as it would in USA. And average income is much lover.
Reinstall it without the workshop toolkit.
Stop complaining about 10 GB game.

Hi DANDA and all others who are affected by this dilemma,
No need to worry as I am here to help.
Dota 2 uses DLC for Workshop tools and custom games. I had two services installed in my PC which caused my SteamApps folder to be as high as 30 GB. These were
1. Dota2 Premium DLC
2. Dota2 Workshop Tools DLC.
You need to disable these services if unnecessary/not needed. These services use a folder (named as dota_ugc) in the SteamApps (path => Steam\SteamApps\common\dota 2 beta\). This folder was using as much disk space as Dota 2 game. It occupied 11 GB of space in my PC. Please follow these steps to disable these features and after that these folders will be automatically deleted.

Process # 1
=========
Step 1: Login to Steam.
Step 2: Goto "Games" Tab and click on "View Games Library".
Step3: Right click "Dota 2" which is located below the Search text field.
Step 4: Click on "Properties".
Step 5: Click on "DLC" Tab which was the fifth Tab in my case.
Step 6: This Tab will list all the services/items/tools which are installed for Dota 2.
Step 7: Un-Check unnecessary items. In my case I un-checked both items.
Step 8: Click on "Close" button to close and apply the changes.
Now check the Steam folder size and you may also check dota_ugc folder size but dont delete this folder. Now you have saved yourself a Hugh amount of (11 GB in my case) space.

Process # 2
=========
Only do this step if your Dota 2 is already up-to date mean to say you have just finished with Dota 2 up-date OR your downloading is stalling or not completing.
If your game is currently updating you may do this process after up-date is complete.
*Make sure you pause any downloads before you attempt*
Step 1: Go to this path => Steam\SteamApps\downloading\
Step 2: Now delete all files (which are in the downloading folder) containing the number 570 (this number is Dota 2 Game ID in Steam). You can simply delete folder named as 570 and files named something as state_570_###.patch.
Step 3: Empty your recycle bin (that's of-course you will if you are not Shift-Deleting)
Congratulations! You have saved yourself a lot more disk space.
I cut down Steam folder from around 30 GB to 12.2 GB by doing these two processes.

Wtf even Skyrim with all DLCs has 14 GB, new Witcher 3 is 25 GB.
But Dota 47GB? Come on guys!
