this communication and behavior score is broken

I have a 11,500 behavior score but constantly get nuked on communication scores. Everyone gets frustrated in solo queue especially when 2 or more of your mates are in a party. There are many times where they will troll you in turbo by taking the offlane and/or safe lane and pick heroes that the team does not need.
For example, a chen and a zues, wk and pl, or some other unorthodox team up in the safe lane even though the rest of team called lanes and picked based on position so the rest of the team has to switch positions or play roles they were not planning to accommodate them. If you say "hey, can you swap so that a carry and support go there instead," you get a "no i'm queued up with so and so and we are laning together even though you and other teammmates may not agree with picks.
The game starts and they get slaughtered cause they either have no damage, cc and/or can't get items fast enough cause both heroes need a lot of farm. You try to be positive and say just play back at tower. Then they blame you for not rotating and abandon lane to go jungle or join your lane. Obviously, moral is low and you have been voicing your complaints the entire time cause they lost their lane in 3 minutes in turbo or 8 minutes in normal and now you have a whole other enemy in your lane making it a 2v3 or 2v4 who are fed by now fyi.
When you start blaming them back, you end up seeing a few games later your communication score has dropped like 200-600 cause they sent 2 -4 reports against you.
Once your score drops it seems almost impossible to get it back up. I unplugged my microphone and even changed my text hot key when i dropped to 8500 and started using to tip feature when someone screwed up and i still got nuked. At this point, I feel this is even getting more abused than LoL reporting system.

Something has to be done about this, I have 1200 behaviour score, I average 2 commends a match but my comms score keeps tanking every week. Worst Ill do is call you a noob and tell you to buy a tp scroll. I use the chat to communicate things like" lets go rosh pls" or "my bad". The comment above describes turbo in a nutshell, get trolled in matchmaking and then get mass reported when you try to be reasonable and suggest that 2 supports probably should t off lane.

The Argument is that the report system is broken, I'm not sure whats dubious about a measurable impact on my comms score since I started reporting anything that moves.

No, my friend, it's not "almost impossible", it's "impossible". Just recently I played 50 matches, for which I received about 500 behavior points, then I got LP with 0 reports for 2 summaries in a row, without leaving the matches, it's not clear why, and they took 980 behavior points from me, and this has been going on for over a year. Play as much as you want, at a random moment you will get LP without reports, for which they will take more from you than you got for all the matches played. Played 50 matches, got 500 behavior points, got LP for 2 random reports from who knows who, lost 560 behavior points; played 50 matches, got 550 behavior points, got LP for 0 reports, lost 900 behavior points. Even when I left the match because of a Dota bug and they took 550 behavior points from me, the support said that he couldn't help and no compensation was provided for this... In April last year I had about 10-11 thousand behavior, now I don’t even have 4 thousand, and it’s not that I play badly, get AFK, ruin, etc., this is all the tricks of the ingenious reporting system, and the support, when I write to them and provide all the evidence of my innocence, spreads his arms to the sides and with a guilty look writes that he can’t do anything, because I am banned by Overwatch, WITH ZERO REPORTS, and when I ask “for what match I was banned”, they answer that they don’t have this information... Same happened to me. Communication score was around 5800 and suddenly just dropped to 5100...how if i can't use the fkin chat????????????????????? This system is the biggest bugged crap ever. Are we in china or what???

It's completely broken... I only solo queue, never communicate and have lost 1000s and 1000s of comms score over the past few months. I just logged in and I'm now below 3000. It's nonsensical. I can't talk, I can't type, how am I getting reported and how are the reports validated?

Even worse, I get DC after 180 seconds and not 5 mins now... WTF is this?

Devs are, in fact, low IQ and simply don't care about the game or it's integrity.

There are plenty of legitimate post in the discussion section to prove that the system is broken. I clearly explained how parties can abuse the system just cause they want to defend their mates and you end up with 2 to 4 reports against you even though your playing and communication was fair criticism.
The point in the game is to play as a team. Could you imagine being on a sports team and not being allowed to talk? Valve could give like a restricted chat wheel with options like push, rosh, back up, farm, return to base and regroup, etc, if they are going to block text and voice chat.

no they should not give a restricted chat wheel. There is a mute button for a reason, and the game remembers who you muted and they will stay muted for you the next games too, so there's absolutely no need for communication score and communication reports. It's simply stupid that they keep such a system, clearly low iq

Im done with that game. Thx Gaben for that excellent system. When the game actually had no reporting system the game quality was a lot better. Now nobody communicates at all. I just wanted to get back and try to have a little bit of fun. Not playing for half a year, i thought i play some unranked, cause i dont want to grief ranked games with 0 xp on the new map and patches. Biggest mistake ever, cause u get into games with people don't caring about the game at all. No teamplay, no will to win, no communication. When you are supprt and say, play other side of the map and dont be in lane, play with team plz your instantly toxic. And the worst experience you have is with premade players. In earlier times with two ranked systems for solo and multi, you did not have to deal with that kind of ♥♥♥♥♥♥♥♥. Now i can't even find a way to turn groupsoff in soloqueue. I remember there were buttons. I can't find em anymore. ♥♥♥♥ you Valve!

It's how it works in a Chinese styled Social Credit score, if you do what you're supposed to do but you're not allowed to talk. Don't ping, Don't tip, zero communication and you will be ok.
