Valve works to ban accounts that bot when they get reported, but it has to be brought to their attention first. And usually there need to be multiple reports. Valve won't ban an account instantly from just a single report- that would be too easy to abuse.

Also, across 10 matches you presumably get paired with 90 other players. 3 of 90 is just about 3.3%, which doesn't seem too high.

OP is complaining about bots, you won't agree bots are an issue? do you have an interest in Valve not taking measures to reduce bots or are you just a griefer that enjoys humiliating people for the fun of it?. Cross team cooperation with bots in each team. Forced outcomes.
Scripted cooperation between all bots to punish you (guaranteed death, 100% ) when you don't follow a stupid guide preselected, etc..
Adaptability punished, communication punished, cooperation punished, goodness punished and abused... Well. Simply Evil.

I think the system doesn't work very well. Here is a thread that mentions famous streamers with up to 10k viewers online who have been streaming on Twitch for 5 months, playing on twinks (etc.) without any ban.
