Those rules must be placed in dota 2 main menu-> learn-> rules. A demonstration video must be created for each rule item. Overwatch judges must made verdict only according to those rules. If overwatch judge made false verdict then he must be banned from matchmaking/overwatch for 24hrs and his behscore and comscore must be dropped by 500points, also judge must play 3 LP matches. When player marked as guilty then he will receive information in what match id he was banned and for what rule item with match timing.
