Valve even cant create strict rules for what players must be banned in match since 2013.
Those rules can be like this:
1. destroy items
2. block spots with wards to prevent teammates from farming
3. right click intentional feed
4. use ability abuse on teammates for feed the enemy
5. use ability abuse on teammates to prevent teammates from farming
6. jungling in woods from 1 minutes
7. dont def t3/t4/barracks/throne
8. play whole match without any items
9. play whole match without learning any abilities
10. etc
Those rules must be placed in dota 2 main menu-> learn-> rules. A demonstration video must be created for each rule item. Overwatch judges must made verdict only according to those rules. If overwatch judge made false verdict then he must be banned from matchmaking/overwatch for 24hrs and his behscore and comscore must be dropped by 500points, also judge must play 3 LP matches. When player marked as guilty then he will receive information in what match id he was banned and for what rule item with match timing.

Who gave you the right to make rules? Such rules do not benefit the game in any way. It would be better to do nothing instead.

We need post this on reddit cuz every player use own rules for dota 2 and overwatch made false verdict cuz they dont like your hero, dont like your items, etc.
