Report a translation problem
Because of language we only get EU players (non-smurfs) and the occasional Immortalboost Booster Smurf that someone bought to increase MMR, unlock 100 hours or get out of low prio.
Smurfs will stay in dota2 because it is their full time job, the only way to get rid of them is for valve to rethink matchmaking completely.
For EU server it would already help to block all Ukraine/Russia IP adresses trying to connect.
few years ago they banned 20% of all accounts for beeing smurfs or using booster service.
but they refused to ban the main account also.
the ones in charge at valve are getting bribed by the booster mafia.

Smurfing isn't welcomed by the game actually, yet it seems just an unrecommended culture for the players. Depends on the players to decide their future there and learn to improve when they fall into any bad group.
Nothing the developer can do to stop this Smurfing, but the best way to reduce it is let the people to experience and learn from their actions. Meanwhile, the community may improve too.
Nothing to stop the curiousity as understanding is the key to balancing the world.

AFAIK, nothing can last forever. FYI, when I said "nothing" with the word of "can" for the situation of lasting forever, that can mean for something unsolvable by the human beings, the Black Hole mystery.

the system needs to be more responsive to the players results....
the fact that it takes so long to grind mmr(which is intended) enables smurfs and boosted accounts to stay in the wrong mmr for a long time greatly increasing the amount of smurfs and boosters
a system that is rapidly dynamic about matching players based on their match outcomes would be far superior however valve has at least 10's of thousands of people addicted to MMR and getting rid of it would trigger them and not result in increasing play time in the short term... hard for companies to look past the quarterly earnings reports
