Cheat users and valve have always been in an arms race. I don't think it will ever change since valve is so good at pushing spaghetti code out. Valve always 6 months behind when it comes to cheats and 1 year behind when it comes to smurf detection and removal. There's been 2 big smurf purges iirc.

the whole world is against these guardian players. cheaters on the enemy, smurfs on the enemy, pro players on the enemy. But on their team? brain dead feeders. Apparently smurfs never end up on their team to cancel out any loss due to smurfs if its really as severe as they claim it to be

Just for you again, to understand... If they would really ban smurfs and cheaters, the game would have maybe only 40% left of playerbase... Players who play fair and dont smurf or cheat. Means, that it feels like 50% of player i meet in games are smurfing and some are cheating...Because of all my recent matches the last year, there are ALWAYS 2-5 smurfs in enemy team, and 1-2 in my team...

To not be able to separatee those dishonest players from normal players. And yes IT IS EASY to find out whos smurfing.
Let alone the fact they have played 600 matches and have 200x mvp... no learning curve, they instantly know the game.
While you see, honest players have about 10% -15% mvp of all played games. And thats what you can call balanced. 10-15% mvp of all played matches is a reasonable number...
Not 300 games played ever and 120x mvp...

saying that there are more than 15-20% smurfs at most is exaggeration. i personally play since beta and never had urge to make new account to play with new players cuz it's bornig and all the games look the same. if i wanted "imbalanced" game i would play turbo or any custom game.
its either no lifers, boosters, or cheaters who are smurfing, also there isnt many cheaters because huge ban wave + cheats are paid.
there is "legal way to smurf" tho, if you desperately must to, just make party with someone who is new, and you will be matched in low mmr games.

That's how Valve makes their money, regretably. The bit is, they do ban those players. A free STEAM account is still a FREE STEAM ACCOUNT and a free DOTA account.

So how do you stop this?

You could go back to charging $ for a Dota 2 account, the game still be free to download and play the arcade, but stuff like RANKED and UNRANKED, Turbo, The events they do and skins will be locked off. Which will piss off people because it's a Free to Play until now and I think everyone would be pissed if they had to pay $5-$30 to purchase an account to just play. Alternatively, this would encourage the cheaters to cheat LESS as it's a fee if they get CAUGHT.

Alternatively, you could subscribe to Dota+ which you can put a ban to ignore playing against some people. Play against a higher class of folks, get them stat numbers during gameplay and have some hidden ban list of players HARDWARE to ban them from your matches...

I still play the game since it went free and was here where character selection was a bunch of CARDS.
