Silencer Facet Irrepressible not working?

I almost always choose the Facet option Irrespressible (Silencer cannot be slienced).
But I get silenced in game a lot of times ... isnt it working or is it only working in certain circomstances ... if this is the case .. plze consider better explaination text.
