Lich don`t have a manaregen
Lich does not have mana regeneration. He should have an initial mana regeneration of 2.3, but his regeneration is 0.0. Even when purchasing items that increase mana regeneration, the mana regen does not increase.

That is his new Innate Passive....no mana regen, only deaths, or mana boots active, mango etc. give him mana.

He is designed not to have mana regen because enemies dying around him regenerate it. The other guy was right when he said, arcane boots, mana ring neutral item, and mangoes all can help if you are running low because of the burst of mana they provide when using them but you just can't get any over time. You can however still give mana regen auras to your team members and likewise stand near farming allies to refill your mana pool. Try it out.

To be fair, a lot of people just play casually. People aren't going to read pages of information every time a patch drops. A lot of them just watch a summary of changes on youtube at most.

That is their own fault and then they come to forum and ask about this and that and why it is not working this way.....

I stopped playing this game long time ago and yet i tend to follow dota changes.

Well yeah, of course they do. This is the DotA 2 discussion board. This is what a discussion board is for. They're not going to sift through patch notes. Especially when the game is and always has been filled with bugs. It's not unusual to think something like this might be a bug.
