Steam thinks dota 2 is running, can't shut down
exactly what the title says, started today, wants me to quit dota 2 even though it's not running

Sounds like those foul mouthed players that tell you to quit dota 2, even if you're not playing :P

Kidding aside, Open task manager and check your processes, see if dota 2 is running at all, it could be syncing cloud data into steam. as this is nearly missable.

I did, but there's nothing game related running. Tried it a few times, but every time I start and quit dota, it doesn't let me shut down steam. It's not like when a game crashes, and the gameoverlay.exe gets stuck.

are you sure you checked your task manager? I mean you need to find the dota2.exe (or something like this) in the processes (NOT aplications). Then yiu just terminate it. It always worked for me. Good luck

Long ago i had this problem and infect my eset 7 av do makes the problem.
I had to force turn off my pc lulz
So the solution i made is by putting dota 2 on my av firewall list.
Now no problem at all.

So OP, you just start playing dota 2 like 1st time or you already play dota 2 and this problem never happen before?

try going into your steam folder where dota is located and delete the appcache folder,. reboot

Go to task manager, go to processes and terminate dota2.exe AND steam.exe.
