How do I permanently save my Replays?

I know where the replay files are stored locally, does that mean i can play them back at any time with a console command?

you won't be able to see it in game. Since there are only a limited amount of storage on Steam. Close to 5 million games are played every week (check dota buff Pudge playdate in the past 2 weeks), So Valve refresh and get rid of replays that's from more than 2 weeks ago. So there's no way you can see it in game.

If you save a replay on your computer (standard folder is "...Steam\SteamApps\common\dota 2 beta\dota\replays"), you can watch it at any time, even in offline mode.
If you are online, you can go to the Watch tab and there's a menu called download, where all the replay files are listed. If you are offline, you can open the console and start a replay with the playdemo command...

Edit:
The other guy just meant that Valve doesn't save the replays of your games for an extended period of time. I think they are currently deleted within a week or so. If you wanna keep the replay of a game you played for whatever reason, just make sure to download it shortly after the game's over, so it doesn't expire...

The limit you mentioned has nothing to do with the locally stored replay files. There's just a limit on how long replays are stored on the servers. They are stored for a short amount of time in which anybody can download the replay. Once it expires, nobody can download it anymore...

Yes, just go to the "Downloaded" section of your "Watch".

As has been said, the 2 week limit refers to how long they keep the replay on their servers, NOT to how long you're permitted to view it after you've downloaded it. You can't decide to download a match you had half a year ago, but if it's ALREADY on your computer you can watch it whenever you want.

If you download a game to your HD. It will be there forever. As long as you do not delete it. It is on your HD, not the Steam server. I had like 22 GB of replays at one stage.

The thing is I don't think you can play really old replays. I remember having replays for old maps like 2 years ago and I can't play them anymore. I guess there's been a lot of changes. Someday Dota 2 will update again which will render the replay file unplayable. You better record it as a video if you want to immortalize your sick plays.

Those replays would be 500 pages downstairs :D But yes. The old one from before Reborn are gone I think. And some patches might have wiped them. But I had 1 year old replays. They are gone from the servers after 2 weeks I think, If you do not download within that time, they are gone. You have a folder in stream with the downloads. They will not go away. Steam does not wipe your folder content. But they might be incompatible with the current patch though.
