Having roamers (CM, Vengeful Spirit, Earthshaker) should help if they focus on their roles.

Im a pudge player. What i know about pudge is that to make a success hook, there is always position and coordination. To best counter pudge's hook :-
1st. Ward all possible pudge hook area.
- Well in this case, different players have their own style so u have to put wards at different places.
2nd. For semi-carry or support ( Low Hp hero) get a force staff
- A force staff is the best item. When pudge hook, u can force your staff away so even if u got ulti by pudge, u wont get rot damages.
3rd. Map alert especially in morning.
-Pudge have very limited view during night. So u dont have to worry if u know how to avoid from creeps view when u are no farming because u may see pudge when he trying to move around for vision
-But in the morning. Creeps gives a wider view. Pudge can easily get around and make a success hook.
4th. DO more damage item for carry as pudge cant tank physical damage much compare to magic damage.

Mid heroes that wreck pudge:

Outworld Devourer (reduces his int, he can't hook)

Silencer (again, takes his mana)

Nyx (no mana 4 u)

-- These are hard counters.

Any ranged hero who can right-click him out of lane works too, or melee heroes with spammable nukes (like Night Stalker).

It is worth noting that Pudge is the easiest hero to harass out of lane, the only way he wins his lane if he manages to hook you.

The only harass he really has is Rot, and it hurts him hard early game, so even then he can end up feeding first blood if you right-click him when he tries to Rot you down.

PRO-TIPS: Always place up-hill wards on his side of the lane so you can avoid getting hooked, and out rune control him, and you should pretty much put Pudge out of work.

Late game, Lifestealer is good because he destroys high HP targets, but only if you have a solid composition... because Pudge can still lock Lifestealer down and let his team wail on him (Dismember goes through Rage).

That too, anyone with an escape can make a Pudges day suck if you are very quick.

For example, Pudge hooks Anti-Mage, he blinks out before he even has the chance to Dismember, or can blink when he rot walks.

Basically, always keep moving. Never stand in one place and swing away at creeps, unless you're jungling and have the river warded. Don't move in straight lines unless you know where Pudge is, or have to go straight (fleeing). Don't let yourself bunch up to the jungle edge of the safe lane tower, Pudge could easily be on the other side of the copse of trees and hook you. Keep creeps between yourself and Pudge, if you're laning against him. You don't need a specific hero or anything, just be conscious of where you are, and where Pudge is, or might be.

It's all about positioning.
