Vague but simple to answer. If you're talking about 1v1 mid, skywarth wins. Silencer vs Puck 1v1, puck wins. Just need real lock downs/disables if you really want to kill Puck in team fights. Otherwise Puck will be all over the place.

I wuld recommend to play doom wich is a great counter because of his ult you have him down in no time

It's really relative, depends on the players' respective skill levels, assuming you're talking about 1on1 mid. There is one 1on1 that Puck just can't win though, and that is vs TA, Puck only beats TA mid if there is a huge skill gap between the players. Silencer isn't a hard counter, Puck can Phase shift out of Last Word with good timing. He can't outdps TA, as a consequence he takes tons of denies and loses horribly even if he doesn't die.

OD (int steal, Puck can't phase shift that), and Bloodseeker, who actually counters Puck like none other. Rupture + Bloodrage means Puck is literally guerunteed to die unless she has teammates.
