Tweaked, maybe, but certainly not removed. One of the things that attracts people to DotA is the the massive variety of heroes with vastly different playstyles and abilities, including some things that cannot be duplicated any other way.

For the most part, the heroes are well-balanced, with those that excel in one area often paying for it in another. Most of the accusations of heroes being "OP" come from people have are relatively inexperienced and haven't learned how to counter or play against that type yet.
