What's the point of Smoke

It's used to rotate lanes and get potential ganks without being spotted by wards that may be watching and waiting for a rotation so you have the element of surprise. If you go ganking under smoke, chances are by the time you come into range its already too late for your target(s) to react before you do, or get away.

The point of smoking up is when you want to gank quickly and avoid vision of you doing so. This strategy is mainly to catch out any lone players who have too much overconfidence in his surrounding. It's a hard maneuver to pull off because firstly, like you mentioned, if any hero catches you being smoked up they will attempt to run, which is why you need to know where they are and prevent him from escaping. Secondly, the strategy only works out well for catching the enemy players off-guard, but if they have a good defense formation you are unlikely to make a successful gank.

Also in the very early game when you wanna do the rosh with ursa and avoid getting spotted, use the smoke and sneak in the rosh pit
