Btw and returning to the thread :
Open chrome , open task manager , see how much stupid app's chrome opens xD for me is 8 "chrome.exe" each one wasting to 20 to 100mb ...
Try firefox or some light explorers out there ...
Oh , and for me , i run dota at 60 fps (i change from 120 because i play a lot of hours and i don't want to heat my graphics card , im a bit paranoic with this xD) but in the main menu i get huge drops with this fog .

chrome isnt using a large size of memory, but it takes the priority memory usage. which is why your game is disturbed.
normal : depending on what page you open. if it requires silverlight, html5, adobe, java it will trigger hardware accelration even if you turned it off (using mobo's), and that would disrupt dota 2
youtube : youtube is placing a "loaded" video on video memory cache, ofcourse it would disturb dota 2
not saying your PC is bad, but some other PC may have better spec to handle such multitasking load, and yours probably unable to do so
but if you insist on doing that, set your dota 2 display to "borderless windows" it uses less video memory and synced with windows display, so you should encounter LESS problems
