I recommend going qw, when you need the manaburn against certain heroes, or the teamfight ability and great disable to opposing team. Pick qw, when enemy team has got mana-dependant heroes, with low mobility, like Pudge, WK , CK and other STR heroes. QW is tanky, but lacks mana sometimes in early levels, and cant outlane enemy by lasthits.
You basically go QE ( 4-1-4 ) when you need to win your lane against some lane winners like qop. Also, you go QE if you need to go as a carry. QE is so freaking good and powerful. Especially 4-1-4 build. Very strong in early game to lategame, but lacks the escape mechanism and mobility, which is far far more better with QW cuz it gives you 400+ ms and nice hp.
My favourite hero and most played is invoker, and i know stuff really good about him.
How I build up the skills: Level 1 = Exort, Level 2 = Wex, Level 3 = Invoke: so that I can use alacrity for creeps and meteor for the hero, then Level 4 = Quas.
After that, the next levels I will increase Exort and Quas 'til both of 'em get to Level 4 (4-1-4 build): so that I have 2 Forged Spirits instead of 1. If you're a streak-hungry player, QE is the best for you. I got so many Triple Kills and some Ultra Kills in DotA 1, and some in DotA 2 with that build. The "Pure Exort Type" is not really recommended, why? Because having a high level Wex can match the total damage of a "Pure Exort" Meteor (Wex increases the travel distance of the meteor right?). And Sun Strike can kill most of red-HP heroes even if you only have like level 4 or 5 Exort. One more thing, the answer to "QE or QW" is not necessarily that you level up Quas-Exort or Quas-Wex only. Adding at least 1 level to the other element gives you a flexibility in the game. Like you can use Cold Snap if needed (for the ministun), Ghost Walk / Ice Wall if needed (Both for escaping or slowing). In short, you can use ANY invokable skills if you have the three of 'em.
