Bots or AI usually made for newbies learning or any player for enjoy fun. Best I can see the bots is, a lot of new players they can play against bots by studying or learning the basics of the game a lot. Good place to make the start instead of straight jumping to fight or battle with high experiences players.

The bots in dota are hot garbage on top of having an extremely limited hero pool.

valve never rework bots since 2016

They reworked the bots with the new player experience update. Still very predictable and with 2 or 3 players who are at least a bit experienced easy to beat but solo against unfair bots in a supporting role (and you stick with your role) you may get beaten.
