Where can I buy inscribed gems?
I would like to purchase some inscribed kills gems, but I am new to steam and cannot use the community market. Where else can I buy the gems? I am not F2P, so can I trade with people for the gems?

you can trade but you cant use the community market? thats weird. i was able to pick up a gold earned, successful earthbinds, and roshan kills gems for my meepo hat for about 50 cents if i remember correctly

The most common place that inscribed gems come from is from treasures. Generally the treasures will contain an item set with a random inscribed gem (either a general one or one specific to the hero).

I just started Steam yesterday and thats why I can't use community market. So from all treasures I can get an inscribed gem? Thanks for you help. ;D

You might as well just wait until you can use the community market. Read the pinned threads if you can't. The market is FAR cheaper than any other method unless going after items of extremely high rarity.
